The nine countries

One card per country: official doctrine, state of public shelters, emergency numbers, alert system — then our take.

Belgium

NO PUBLIC NETWORK ON RECORD

Official doctrine

« Se mettre à l'abri » (take shelter) = go into and stay in the nearest building (home, workplace, any building), from a few hours up to 24 hours at most; you evacuate only if the situation worsens — National Crisis Centre.

Public shelters

No public shelter network on record: the official doctrine (centredecrise.be, protect.be) mentions no public shelters; the bunkers are a historical legacy (Second World War, Cold War) inventoried as heritage, not operational.

No portal: the instruction is the nearest building. Local information: your municipality (communal emergency plan), centredecrise.be.

Emergencies & alerts

112 (general) · 101 police · 100 medical emergencies. Alert system: BE-Alert (sign up at be-alert.be).

Close doors and windows, switch off ventilation/AC, central room; leave children at school; 72-hour emergency kit (battery-powered radio, first-aid kit, water, charger) — « Prêts. Ensemble » (Ready. Together) campaign (NCCN).

Our take — iamin.digital (analysis, does not replace official guidance)

No public register: your "shelter list" is the one you build yourself — 2-3 improvised shelters scouted in advance along your daily routes. When the alert sounds, the nearest building beats your home: don't try to get back. Sign up for BE-Alert.

France

NO PUBLIC NETWORK ON RECORD

Official doctrine

72-hour individual preparedness + sheltering indoors (« se mettre à l'abri » — take shelter — in a building): official guide « Tous responsables » (Everyone responsible) (SGDSN / French government, 20/11/2025, ~30 pages) + Géorisques « Me préparer, me protéger » (Get prepared, get protected) for major risks. For a terrorist attack, the official instruction is « s'échapper, se cacher, alerter » (escape, hide, alert) (info.gouv.fr/risques).

Public shelters

No national public shelter network on record and no public list; official abandonment of the air-raid shelter concept. "Improvised" shelters (metro, basements): no official list ⚠ not verified.

No national portal: contact your town hall or prefecture (DICRIM); georisques.gouv.fr for local risks.

Emergencies & alerts

15 SAMU · 17 police · 18 fire brigade · 112 Europe · 114 deaf/hard-of-hearing (verified service-public.gouv.fr F33954). Alert system: FR-Alert — cell broadcast + geo-located SMS, no app or subscription (operational since 21/06/2022) ⚠ not directly verified (fr-alert.gouv.fr: TLS failure that day).

72-hour kit (6 L of water per person, canned food, torch, batteries, medicines, battery-powered radio); family safety plan (georisques.gouv.fr); Vigipirate: locate the exits, don't stay put without an instruction.

Our take — iamin.digital (analysis, does not replace official guidance)

The most precise benchmark figure in Europe: 6 L of water per person for the 72-hour kit, battery-powered radio, power bank, medicines. No public shelter list exists in France — scouting is individual, do it beforehand.

Luxembourg

NO PUBLIC NETWORK ON RECORD

Official doctrine

« Mise à l'abri » (sheltering) = temporarily going back home or to the nearest building; one of the 4 measures of the nuclear intervention plan (along with taking iodine, evacuation, food controls). Duration ≤ 48 h.

Public shelters

⚠ Not verified: no public shelter list found on infocrise.public.lu, geoportail.lu or 112.public.lu — the premise "Luxembourg keeps a public list" could not be confirmed. Doctrine = shelter in the nearest building; public « centres d'accueil » (reception centres) are for evacuation only.

No locating tool. Information: infocrise.public.lu + CGDIS (112.public.lu).

Emergencies & alerts

112 (CGDIS). Alert system: LU-Alert (national system).

Close doors/windows/shutters, switch off heating/ventilation/AC; lower rooms without windows; a vehicle = insufficient protection; guide « Mon Guide – 72H d'autonomie » (My guide — 72 hours of self-sufficiency), campaign « Bass du prett ? » (Are you ready?) (infocrise.public.lu).

Our take — iamin.digital (analysis, does not replace official guidance)

The grand-ducal doctrine covers up to 48 h of sheltering: plan for the full 72 hours of self-sufficiency (water, battery-powered radio, power bank, medicines). Pick the room according to the threat: central, windowless; gas heavier than air → upper floor; fallout → middle floors, never the roof.

Germany

RESIDUAL NETWORK NOT OPERATIONAL

Official doctrine

Public shelter network abandoned in 2007; decommissioning suspended by decree of 17.03.2022; BMI inventory (BImA + BBK) delivered at the end of May 2023: reactivation "possible in principle". On alert: get into the nearest interior room of a building (Innenraum) — BBK Ratgeber standard ⚠ verbatim not verifiable that day.

Public shelters

Residual network: 579 public shelters / ~478,000 places, « weder funktions- noch einsatzbereit » (neither functional nor operational); managed by BImA since 01.09.2020. « Sichere Orte » (safe places): no verifiable bbk.bund.de page ⚠ not verified.

No public portal. BImA hotline (Schutzbauwerke): +49 228 848 30400.

Emergencies & alerts

112. Alert systems: NINA app (BBK) + Cell Broadcast.

Official checklists (« Jede Vorbereitung ist wertvoll! » — every bit of preparation counts); Ratgeber « Vorsorgen für Krisen und Katastrophen » revised in November 2025.

Our take — iamin.digital (analysis, does not replace official guidance)

579 shelters declared "neither functional nor operational": on alert, rely only on the nearest interior building. Scout improvised shelters in advance; the alerting infrastructure itself (NINA + Cell Broadcast) is genuinely deployed.

Netherlands

NO PUBLIC NETWORK ON RECORD

Official doctrine

72-hour household self-reliance (« je jezelf thuis 72 uur kunt redden » — being able to look after yourself at home for 72 hours) + helping others; no public shelter doctrine (crisis.nl → nederlandveilig.nl, run with the NCTV).

Public shelters

No public shelter network mentioned (nederlandveilig.nl, denkvooruit.nl); the official model is sheltering at home.

No portal. Local information: your « veiligheidsregio » (safety region) (nederlandveilig.nl → jouw-veiligheidsregio).

Emergencies & alerts

112 · 0900-8844 police (non-urgent) · 0900-0904 fire brigade (non-urgent). Alert system: NL-Alert (mobile, public screens, transport displays).

« Noodpakket » (emergency kit) + « noodplan » (emergency plan) (denkvooruit.nl); 72 hours of self-reliance: water, electricity and internet can go down.

Our take — iamin.digital (analysis, does not replace official guidance)

The Netherlands made it official: everyone copes on their own for 72 hours at home, while helping others. Prepare the « noodpakket » and the « noodplan » — where to shelter, whom to warn — before the alert drops; 10 minutes of preparation beat a register that doesn't exist.

Spain

NO PUBLIC NETWORK ON RECORD

Official doctrine

Autoprotección (self-protection) + sheltering at home: « es conveniente permanecer confinado en el propio domicilio o en un lugar cerrado » (it is advisable to stay confined at home or in a closed place) (nuclear emergency, proteccioncivil.es); self-protection guides by risk.

Public shelters

No modern public shelter network on record. The existing refugios antiaéreos (air-raid shelters) (Alicante, Almería, Valencian Community) are civil-war heritage (museums), outside the use doctrine; the Red de Refugios Climáticos (climate shelter network, 180+ spaces) answers heat, not an attack.

No national portal: municipal Protección Civil (ayuntamiento); recommendations by risk on proteccioncivil.es/es/recomendaciones. Alertcops app: ⚠ not verified on an official source.

Emergencies & alerts

112 (single number, free, 24/7). Alert system: ES-ALERT — state cell broadcast active since 01/02/2023, free, no registration, full screen even on a locked phone, 2 levels (verified on public sources gencat/incibe); requires iOS ≥ 15.6 / Android ≥ 11.

While confined: close doors and windows, switch off ventilation, iodine only on health instruction; follow the radio and official media.

Our take — iamin.digital (analysis, does not replace official guidance)

No shelter on record for the attack threat: your personal scouting is the only "list" available. ES-ALERT reaches you without registration, full screen, even on a locked phone — an up-to-date OS (Android 11+, iOS 15.6+) is part of preparedness.

Portugal

NO PUBLIC NETWORK ON RECORD

Official doctrine

Autoproteção (self-protection): ANEPC « Proteção Civil Preventiva » (preventive civil protection) doctrine; public alerts via the national system (Decreto-Lei n.º 2/2019); dominated by fires and natural disasters.

Public shelters

No national public network on record. « Locais de abrigo » (shelter locations) are designated at municipal level in emergency plans (PMEPC) — e.g. Aldeia Segura programme: 1412 locais de abrigo (ANEPC page) — but no national list published, and these are not attack shelters.

Contact the câmara municipal (municipal council) (municipal emergency plan); prociv.gov.pt; earthquake campaign aterratreme.pt. Dedicated ANEPC app: ⚠ not verified.

Emergencies & alerts

112 (« Em caso de emergência, ligue 112 » — in an emergency call 112 — ANEPC; free 24/7, confirmed SNS/GNR). Alert system: AvisoPROCIV — free geo-referenced SMS, no sign-up, in Portuguese + English (verified, ANEPC Aviso page).

Earthquake: « BAIXAR, PROTEGER, AGUARDAR » (drop, protect, wait) (annual A Terra Treme campaign); « Sismos – Prepare-se e proteja-se » brochures (ANEPC Documentação); self-protection measures for buildings.

Our take — iamin.digital (analysis, does not replace official guidance)

Portugal publishes nothing for the attack threat: apply the 72-hour doctrine (6 L of water per person (72-hour kit), battery-powered radio, power bank, medicines) and scout your own improvised shelters. AvisoPROCIV reaches you by SMS without sign-up; for municipal « locais de abrigo », your câmara municipal is the channel.

Romania

ACTIVE NATIONAL REGISTER

Official doctrine

Active national register: the IGSU (MAI) publishes « Situația adăposturilor de protecție civilă » (civil protection shelter status) monthly (June 2026 edition published on 10/07/2026). Rehabilitation of building shelters: bill pl066/2026 amending art. 21 of Law 481/2004 (competence of the primării (town halls), local cost).

Public shelters

Yes: IGSU register + monthly PDF report; local management by the primării / county ISU. National figures in the PDF (not read that day). No public map portal.

Check igsu.ro/adaposturi-de-protectie-civila (monthly national PDF); locally: primărie (town hall) or county ISU; fiipregatit.ro (DSU project, « sursa oficială »). The private app "Adaposturi protectie civila": to be ruled out.

Emergencies & alerts

112. Alert systems: RO-Alert via Cell Broadcast (switch it on in phone settings, e.g. channel 916 on Digi) + DSU app. ro-alert.ro: HTTP 503 that day ⚠ not directly verified.

« Rucsac de urgență » (emergency backpack) (fiipregatit.ro guides).

Our take — iamin.digital (analysis, does not replace official guidance)

The only national register of the nine countries, but unmapped: download the month's IGSU PDF and locate the shelter near you BEFORE. Switch on RO-Alert in phone settings (e.g. channel 916 on Digi) and get the DSU app.

Bulgaria

RESIDUAL NETWORK — LIST NOT PUBLISHED

Official doctrine

Official instructions expected on the « Инструкции » (instructions) section of the ГД ПБЗН (MVR); the detailed signals page (including « Въздушна тревога » — air-raid alarm) did not load that day ⚠ detailed instructions not verified.

Public shelters

Residual network: ~247 usable shelters according to the ГД ПБЗН (press, March 2026); Sofia: 92 registered facilities, 10/24 districts without a suitable shelter (BNR 03/2022 quoting the ГД ПБЗН).

A list of скривалища (shelters) was published in March 2022 through the administration, but no verifiable municipal list on sofia.bg today; a national electronic register was announced in 03/2022 — activation never confirmed. The map of the 247 shelters is the work of an academic NGO (УАСО), NOT an official source. Sofia metro as a shelter: press only ⚠ not verified.

Emergencies & alerts

112. No verifiable official Bulgarian alert app equivalent to NINA/RO-Alert found.

No portal: contact your община (municipality) or the regional ОД ПБЗН; ГД ПБЗН page: mvr.bg/gdpbzn.

Our take — iamin.digital (analysis, does not replace official guidance)

List unfindable, map unofficial, no verifiable alert app: of the nine countries, Bulgaria is where scouting in advance pays off most. If in doubt, your община (municipality) is the only official channel.

Five common reflexes

Our take — iamin.digital (analysis, does not replace official guidance)

  1. When the alert catches you away from home, the nearest building beats your home. Crossing the city to get back is the most dangerous move you can make.
  2. None of these 9 countries publishes a genuinely usable shelter list (single exception: Romania's monthly IGSU register, unmapped). Scout BEFORE: 2-3 improvised shelters on your daily routes (underground car park, metro, basement, solid public building). Ten minutes of scouting beat a register that doesn't exist.
  3. Pick the room according to the threat. Central room without windows, solid door; chemical threat (gas heavier than air) → upper floor; fallout → middle floors, never the roof. Switch off mechanical ventilation/AC, seal the openings.
  4. 72 hours of self-sufficiency. Water 6 L per person (72-hour kit; most precise official benchmark: France), battery-powered radio, power bank, medicines — explicit FR/NL doctrine, valid everywhere.
  5. Sign up to the country's alert systems (BE-Alert, LU-Alert, NL-Alert, FR-Alert, ES-ALERT, RO-Alert/DSU app, NINA). This is the only "infrastructure" genuinely deployed everywhere; Cell Broadcast usually gets through without registration, but signing up to the complementary apps costs nothing.
