Verified 28/10/2026

1 · Water

Official quantities by country, storage, purification — the one item where every country publishes a precise figure.

How much to store

OFFICIAL QUANTITIES
  • France — 72-hour kit: “drinking water in quantity (6 L per person in a sealed container)”. “Tous responsables” (“Everyone is responsible”, SGDSN, 20/11/2025): 2 L/person/day (secondary source crisehelp.fr).
  • Belgique — “between 3 and 10 litres per person per day” (1.5-2 L for drinks, the rest for hygiene and cooking).
  • Pays-Bas — “Denk aan 3 liter per persoon per dag” (“think of 3 litres per person per day”).
  • Germany — 1.5 L/day + 0.5 L for cooking, a target of “zehn Tage” (“ten days”) → ≈ 20 L/person over 10 days (total not shown on the official page, derived via the ernaehrungsvorsorge.de calculator).
  • US (FEMA) — 1 gallon (~3.8 L)/person/day for “several days”.

Storage & rotation

DOCTRINE: STORE IN ADVANCE

The verified doctrine is unanimous: store commercially bottled water, in advance — not containers filled at the last minute.

FEMA: sealed commercial bottles; non-commercial water should be replaced after 6 months. Germany (BBK Ratgeber guide): preventive stockpiling of bottled water, 2 L/person/day × 10 days.

Store away from light, and rotate it: drink your stock and buy more, rather than letting it expire.

Purification (FEMA)

SOURCE: READY.GOV/US

Boiling — “rolling boil one full minute” (a vigorous rolling boil for one full minute): the safest method.

Bleach — 1/8 of a teaspoon per gallon (~3.8 L), wait 30 minutes before drinking.

Tablets — explicitly not recommended by FEMA (ready.gov/water).

These recipes are published by the US agency; no equivalent FR/BE/NL doctrine was found in the sources consulted.

Our take — iamin.digital · NON-OFFICIAL ADDITION

Water heater as an emergency reserve. A local US official source (washingtoncountyor.gov, 30-80 gallons) presents the water heater as an emergency reserve — but the fetch returned 403 on 28/10, and no equivalent FR/BE/DE recommendation was found → ⚠ unverified in Europe. Worth remembering: your water heater holds drinkable water — but this is not a European official instruction.

2 · Food

The official lists converge: food that keeps and needs no cooking — plus a calorie figure to treat as a yardstick, not dogma.

Official lists by country

NO COOKING
  • France — “non-perishable food that needs no cooking”; “Tous responsables”: tinned food, freeze-dried, cereal bars, dried fruit, brick-pack soups (secondary source crisehelp.fr).
  • Belgique — tinned meat/fish/vegetables, nuts, dried fruit, crackers, bars + a can opener.
  • Pays-Bas — nuts, tinned vegetables, dried fruit.
  • Allemagne — Trockenfrüchte (dried fruit), Konserven (tins), Nüsse (nuts), Zwieback (rusk), Müsliriegel (muesli bars).

Common to all: remember the can opener and cutlery — a tin without an opener is not a reserve.

How many calories?

SECONDARY · NOT VERIFIED DIRECTLY

A figure often quoted: ~2200 kcal/person/day — but it comes from the Heilbronn fire brigade citing the BBK Ratgeber (feuerwehr.heilbronn.de, secondary source), ⚠ not verified directly on bbk.bund.de.

Treat it as an order of magnitude: if your reserve covers several days at ~2000 kcal you are in range — it is not an officially published figure.

Our take — iamin.digital · NON-OFFICIAL ADDITION

Sprouting seeds and calorie-dense seeds. No official source found (neither BBK, nor FR/BE/NL, nor FEMA/CDC/Red Cross) recommends sprouting seeds in an emergency kit; the “fresh vitamins while sheltering” argument circulates in preparedness circles only (retailers, forums). Our take: in extended sheltering with no fresh fruit or vegetables, a windowsill sprouter brings nutritional freshness — it is a rational addition, not an official instruction. Same for calorie-dense seeds (sesame, sunflower): generic nutrition fact, absent from every official list consulted. See the sprouting kit in the shopping section.

3 · Equipment

Radio, power, health, documents, baby and pets — then the carbon monoxide point, worded in the ARS's exact terms.

Power & information

RECOMMENDED EVERYWHERE

Battery or dynamo radio — recommended in every country consulted: France (“battery-powered radio”, ecologie.gouv.fr), Belgium (dynamo), Netherlands (batteries + power bank).

Powerbank — France: “mobile phone charger”; Netherlands: “mobiel met powerbank” (phone with power bank); “Tous responsables”: a charged power bank (secondary source).

Light — France: “battery or dynamo”. Candles: the official Dutch and Belgian kits include them — reported here as a fact, without commentary; none of the countries consulted publishes a fire warning about them.

Health, documents, cash

FR · BE · NL

Medicines + prescriptions for 3 days (Belgium, fetch verified); your regular treatments first.

Documents — photocopies of identity papers: France, Belgium, Netherlands (all fetched).

Cash — Belgium: “~72 h”; Netherlands: “Contant geld” (cash); France: included in the kit (fetched). Without electricity, payment terminals are the first to go down.

Baby & pets

BE · NL · FR (SECONDARY)

Baby — Belgium (fetch): formula milk, nappies, toys; Netherlands (fetch): medicines, babyvoeding (baby food). France: via a secondary source only (crisehelp.fr).

Pets — Belgium (fetch): kibble, bowl, health record, “3 days”; Netherlands (fetch): pets included in the noodpakket.

Camp stoves, barbecue, fire basket — carbon monoxide

ARS PACA (exact wording, translated): FR original — « ne jamais utiliser pour se chauffer ou cuisiner des appareils non destinés à cet usage » ; EN — never use appliances not intended for this purpose to heat or cook (camp stove, barbecue, fire basket named explicitly); generators “outside buildings” (à l'extérieur des bâtiments).

The prohibition targets the misuse, not the indoors as such: never heat or cook with an appliance meant for outdoor use.

4 · Nuclear — iodine, masks, shelter-in-place

The most sensitive part. Every statement below is traced to an official source; iodine is taken only on instruction.

Iodine tablets

ON INSTRUCTION ONLY

What it does

Stable iodine saturates the thyroid and blocks uptake of radioactive iodine (I-131) — taken “before or at the beginning of exposure” (WHO). It is a targeted thyroid protection, not general protection.

On instruction from the authorities only

“tablets taken immediately when the prefect gives the instruction, and only then” (original FR: “comprimés pris immédiatement lorsque le préfet en donne la consigne et uniquement à ce moment-là”) — ASNR, France
“Never take iodine tablets on your own initiative” — nuclearrisk.be, Belgium
“only be taken once this is expressly requested by the civil protection authorities” — BfS, Germany

Who, when, contraindications

Priority to children and pregnant or breastfeeding women; above 45, discouraged (BfS; Luxembourg citing the WHO); in Belgium, to discuss with your GP above 40. Contraindications: thyroid conditions, iodine hypersensitivity → raise it in advance with your doctor or pharmacist (ASNR).

Dosage

An official dosage exists (the French 65 mg quarter-scored tablet): it is given with the authorities' instruction, not on this page — assume no dosage on your own.

Availability by country

  • France — in pharmacies, no justification needed; renewal campaign of 15/09/2024 around the 19 nuclear plants (0-10 km + 10-20 km bands).
  • Luxembourg — distributed to all residents by post (collection at the commune or pharmacy); a box handed out at maternity wards; schools stocked.
  • Belgique — free in pharmacies since 2018 (press/VRT); verified doctrine: residents within 20 km + families with children under 18.
  • Allemagne — the Länder are responsible, ~180 million tablets in stock, post-accident distribution (100 km for adults / the whole territory for children in a major release).
  • Pays-Bas — postal distribution to ~1.2 M households in 2017 around Borssele/Doel, “only if the government announces it” ⚠ not verified directly (page 404).
  • Roumanie — free distribution at the town hall around Cernavodă ⚠ 2013 media, unverified.
  • 🇪🇸🇵🇹🇧🇬 Spain · Portugal · Bulgaria — ⚠ no verified official scheme found.

FFP2 / FFP3 masks

ANTI-INHALATION — NOT ANTI-RADIATION

What they do

FFP masks filter the inhalation of contaminated particles and aerosols — it is internal contamination they address:

“to avoid turning external contamination into internal contamination” (original FR: “pour éviter de transformer une contamination externe en contamination interne”) — ASNR 2023 guide, citing the IAEA: “the P3 level of dust/aerosol filtration” (p. 25)
“FFP3 mask, failing that FFP2, failing that a surgical mask” (original FR: “masque FFP3, ou à défaut FFP2, ou à défaut chirurgical”) — practical hierarchy, ASNR 2023 guide

What they do not do

No authority claims a mask protects against external gamma or beta radiation — the ASNR frames it strictly as protection against internal contamination. Luxembourg, same logic for clothing: “they do not constitute effective protection against irradiation”.

Standard

EN 149: FFP2 ≥ 94%, FFP3 ≥ 99% filtration (standard value of the norm; no single official page fetched on 28/10).

Shelter-in-place

24-48 H

Where

Luxembourg: “low rooms, without windows preferred” (pièces basses, sans fenêtres privilégiées); Belgium: “central space, preferably on the ground floor” (espace central, de préférence au rez-de-chaussée).

What to switch off

France: “close all windows and openings”; recirculation-mode ventilation is banned. Luxembourg: “switch off heating, ventilation, air conditioning and air regulators if possible” + close rainwater collection. Belgium: “close doors and windows and switch off all ventilation, heating and aircon systems”.

Duct-tape sealing

US OFFICIAL — NOT RECOMMENDED BY EUROPEAN AUTHORITIES

“Seal windows and external doors that do not fit snugly with duct tape” — ready.gov, US

FR/BE/LU do not mention it; the ASNR states the old “sealing” instruction has been dropped. Duct-tape sealing is European folklore: do it only if your authorities say so.

Other Belgian instructions

Belgium (risquenucleaire.be, same page): “Restez à l'intérieur jusqu'à ce que vous receviez le message que la situation est à nouveau sûré” (stay indoors until you receive the message that the situation is safe again); “Rentrez vos animaux domestiques” (bring your pets inside); “Ne téléphonez pas inutilement” (do not make unnecessary phone calls).

Children at school

France — FR original « Vos enfants sont en sûreté dans leur école, où un plan de protection a été mis en place » (your children are safe at school) (ASNR). Belgium — FR original « Laissez vos enfants à l'école. Ils suivent les mêmes recommandations. » (leave your children at school). Luxembourg: ⚠ not found explicitly.

Duration

Luxembourg: ≤ 48 h maximum; France: “a few hours” (ASNR); 24 h (ready.gov, US).

Brief outings

⚠ No official source (ASNR, infocrise.lu, risquenucleaire.be, BfS) explicitly authorises brief outings while sheltering — do not assume them.

Our take — iamin.digital

Fill the bathtub, the sinks? True and false. Verified negatively: France has no filling instruction (it rather bans consuming fresh produce, fresh milk and well water); nothing in Belgium (risquenucleaire.be); the BBK does NOT say fill the bathtub — its doctrine is to stockpile in advance (2 L/person/day × 10 days, bottled water). “Fill the bathtub” comes from an old FEMA PDF seen via an NIST mirror (not verified directly); the current ready.gov/water page does not mention it — it recommends commercially bottled water. Filling is a US legacy, criticised (saurugg.net), not a European official instruction.

Our take: filling every drinkable-water container you can the moment the alert sounds — i.e. before any contamination — is a rational catch-up if you have not stockpiled. But the official fundamental remains: store in advance.

5 · Durations — 72 hours or 10 days?

Two doctrines coexist in Europe: the 72-hour standard (France, Belgium, Netherlands) and the German 10 days.

72 hours — the FR/BE/NL standard

WESTERN-EU STANDARD

France (ecologie.gouv.fr, 72-h kit); Belgium — doctrine “valid across the EU”; Netherlands — “eerste 72 uur” (“the first 72 hours”). All three fetched and verified.

This is the shared minimum baseline: three full days of self-sufficiency at home.

10 days — the German doctrine

BBK

“möglichst zehn Tage” (“ten days if possible”) — and the nuance that changes everything: “auch drei Tage helfen schon sehr” (“even three days already help a lot”). BBK, fetch verified.

FEMA: “several days”. “2 weeks”: local US agencies citing the CDC (Portland.gov, via search engine, ⚠ not fetched).

⚠ Do not claim: “the Red Cross recommends 1-2 weeks” — no source found; the French Red Cross kit (Catakit) covers 24-72 h (press, secondary).

6 · Offline apps

Download them beforehand — offline they work; once the network is down, it is too late.

Offline maps

VERIFIED 28/10

Organic Maps — open-source (Apache-2.0), OpenStreetMap data, 100% offline, “no ads, no tracking”, free, iOS/Android/Linux; 6 M installations (Dec 2025, self-reported).

OsmAnd — open-source OSM, offline regional maps, hiking/cycling profiles.

Maps.me: ⚠ unverified — do not prefer it without checking (Organic Maps is its fork, by its creators).

Offline Wikipedia — Kiwix

ZIM · REAL SIZES

Kiwix — Swiss non-profit, open-source ZIM reader, mobile and desktop apps. Catalogue: download.kiwix.org/zim (Wikipedia, Wiktionary, Wikivoyage, Gutenberg…).

Sizes recorded 28/10 — Wikipedia: full EN 119 G / 49 G no-pictures / 13 G mini; FR 52 G / 12 G / 3.3 G; ES 34 G / 12 G / 3.8 G. Wiktionary FR: 4.6 G no-pictures (2026-08).

Health — French Wikipedia medicine (maxi): 1.2 G (wikipedia_fr_medicine_maxi file); dedicated “WikiMed by Kiwix” app verified (EN, 75,000 health articles).

Verified tip (r/Kiwix): for large ZIM files prefer BitTorrent — the built-in downloader is slow.

Local AI — PocketPal AI

ON-DEVICE · NO CLOUD

PocketPal AI (MIT, ~8.8k GitHub stars) — runs GGUF models (Gemma, Qwen, Phi, Llama) 100% on-device via llama.cpp: no account, no cloud. GPU (Metal/Adreno) and NPU acceleration. Free iOS/Android (“Pals” in-app purchase only).

Alternatives: unverified — not cited.

First aid & language

IFRC · GOOGLE

IFRC “First Aid” — official app of the International Federation of Red Cross and Red Crescent Societies, free, 27 languages, offline preloaded content (27 MB) — verified on the App Store (id1312876691).

Google Translate — offline packs verified: a ⬇ icon next to each language, download over Wi-Fi by default.

Compass and torch: built into the smartphone, no app needed.

Meshtastic — mesh radio

ADVANCED — REQUIRES HARDWARE

Open-source LoRa mesh network, AES-256 encrypted messaging, no cellular network or internet — but it needs a small transceiver (30-80 €: Heltec, RAK, Seeed, LilyGo) and peers in range. iOS/Android apps.

Intended audience: hikers, coverage dead zones, community rescue. For most households it is not a priority.

National alert systems

REMINDER

FR-Alert (France) · BE-Alert (Belgium) · NINA (Germany) · RO-Alert (Romania) — official systems covered in our guide “Where to take shelter in Europe”; in most cases they reach you without a dedicated app.

7 · Shopping — search links only

Availability confirmed via indexed category pages on 28/10 (direct Amazon fetch 503); search links, not specific products — check reviews and availability before buying.

Emergency iodine: NOT on Amazon

amazon.fr sells only micro-dosed supplements (150-400 µg) — food supplements that are not the pharmaceutical-dose emergency tablets (emergency-dose tablets do exist on amazon.com, US). In France the iodine tablet is a regulated medicine, available in pharmacies without justification.

→ For iodine: pharmacy and public authorities (ASNR in France) — no purchase link here, and no self-medication: on instruction only (see nuclear section).

8 · Go-bag — the evacuation bag

The home kit stays; the go-bag leaves. Brief, country by country.

Belgique

FETCH VERIFIED

Evacuation backpack: “one litre of water per person”, no tins (weight). The rest follows the home-kit logic, in carryable form.

Pays-Bas

FETCH VERIFIED

A “rugzak” (backpack) you can take when evacuating — the noodpakket is designed from the start as portable.

France

SECONDAIRE

1 to 2 carryable backpacks (crisehelp.fr, secondary source). ⚠ No dedicated “car kit” doctrine found in the official sources consulted.
